Protest against Federal Grant to City of Jacksonville, FL, for Nutrition Services

Company protested the manner in which the city is permitted to conduct procurements with Federal grant funds, as a subgrantee of the state's grant funds from the Department of Health, Education, and Welfare. State has responsibility for determining subgrantees compliance with procurement regulations.
