A company protested the determination that its bid was nonresponsive for failing to meet solicitation requirements, claiming that it had held discussions with the agency regarding the acceptability of its product. Since the quality of the product was in question, the bid was properly rejected as nonresponsive. An allegation that the specifications were ambiguous was untimely filed after bid opening because the alleged impropriety was apparent prior to bid opening.
