A company protested award under a solicitation totally set aside for small businesses, contending that the contracting officer applied size standards that would exclude firms with average annual receipts in excess of $7.5 million. Conclusive authority over the question of average annual receipts required for a business to be considered small is vested in the Small Business Administration.
