The protester objected to the award of a contract, alleging that it was the low responsive offerer. The protester's contention that it offered the lowest price on its alternate proposal was denied since the agency had reasonably determined that the alternate proposal was technically unacceptable. There were no technical considerations which outweighed the cost factor, proposals apparently being substantially the same technically. Since price was the controlling factor, award to the low offerer was proper.
