Highlights

The protester objected to the default termination of its contract and to the reprocurement of the requirements. The protester further objected to its exclusion from competition on the reprocurement. The issues raised were properly for consideration under the disputes clause of the terminated contract. Since the Supreme Court had ruled that issues for resolution under disputes clauses were not subject to further administrative review, the protest was not for consideration by GAO.
