The protester alleged that: there was inadequate competition under a solicitation; since small business bid prices were unreasonable, the solicitation should be reissued on an unrestricted basis; and there was a "questionable" pattern of bidding. The number of bids receivedand bid prices showed that there was adequate competition, and award to a small business at a slightly higher price than that bid by a big business was in accordance with procurement policy. Questions of an allegedly collusive pattern of bidding should be referred to the Attorney General for resolution.
