A company protested the award of a contract under a 100 percent small business set-aside procurement. The award of a small business set-aside contract 2 days after bid opening to a bidder who was subsequently determined to be other than small by the Small Business Administration following a size protest filed within 5 working days of bid opening was improper since the contracting officer exceeded his authority. However, since the contract had been completed, no corrective action was possible.
