Payment on Quantum Valebant Basis

A decision was requested with regard to payment for certain items ordered without an authorized purchase order. Although the items were ordered by an employee without purchasing authority, since the government received and retained benefits of the procurement, the supplier may be paid on a quantum valebant basis.
