Highlights

A decision was requested concerning overpayments of an annuity to the widow of Lt. Col. Archie F. Stubbs. Recovery of the overpayments should be waived because the overpayments resulted from administrative error, the widow was without fault, and recovery would be against equity and good conscience. Since collection action will be waived, the amounts withheld from the annuity payments for recovery of the overpayments should be refunded.
