An advance decision was requested as to whether holiday pay and leave accruals may be certified for employees who were not authorized such benefits when employed under temporary appointments on a when-actually-employed basis. The employees worked regularly scheduled tours of duty of 80 hours each pay period during the period of employment and were, therefore, entitled to annual and sick leave accrual and pay for holidays that occurred during their tours of duty.
