Protest Alleging Arbitrary and Biased Evaluation of Proposal

A protester against a contract award contended that proposal evaluation was arbitrary and reflected bias. The protest was denied since the agency had a reasonable basis for its evaluation and raking of proposals. However, the agency should consider that ratings of an offerer's experience by actual or potential competitors may not be impartial.
