Bid Rejected as Nonresponsive for Failure To Acknowledge Solicitation Amendment

A company protested the rejection of its low bid for failure to acknowledge a solicitation amendment, contending that it had not received the amendment and that the amendment did not materially affect the solicitation. The bid was properly rejected as nonresponsive since the amendment affected price and was, therefore, material, and the agency stated that the amendment was timely mailed.
