Claim for Cash Award Under Incentive Awards Program

A former member appealed the disallowance of his claim for a cash award incident to his suggestions under an Incentive Awards Program. GAO cannot challenge the proper determination of authorized officials to disapprove such awards, and it does not have independent authority for payment of such claims.
