Loss of Advance Travel Funds by Traveler

The liability of an employee for the advance of travel funds stolen from his apartment was questioned. Advanced travel funds are a loan for the personal benefit of the traveler who would otherwise expend personal funds which would later be reimbursed. There is no authority to excuse the employee from accounting for the funds.
