Highlights

A company protested the agency's determination, based on a preaward survey, that it was not responsible. Although some information in the preaward survey was erroneous, the determination of nonresponsibility was not unreasonable or without factual basis. The denial of a Certificate of Competency (COC) by the Small Business Administration must be considered an affirmation of the determination of nonresponsbility, and GAO has no authority to review COC denials.
