A prospective subcontractor claimed damages for breach of contract incident to its purchase of materials on its own initiative, or possibly at the suggestion of the prime contractor, but not in reliance on demonstrated or authorized representation by the government. Since the claimant knew that the government did not anticipate a contract except with the prime contractor, and since government employees were not authorized to enter into a contract with the subcontractor, the contention that the government was estopped to deny existence of a contract was without merit. The claim based on breach of the purported contract was denied.
