A Federal employee appealed the agency's disallowance of her claim for reimbursement of the cost of shipping a foreign-made, privately owned vehicle from Germany to the United States. The car could not be shipped at Government expense unless it qualified under one of the exceptions to the general rule prohibiting the shipment of foreign-made cars. The exception allowing shipment of replacement vehicles did not apply because no evidence was furnished that the Secretary of the Army or his designee had made the required determination concerning the replacement and had authorized the shipment.
