Untimely Protest Against Allegedly Arbitrary Specifications

The protester objected to the award of a contract, alleging that the solicitation specifications were arbitrary and based upon the awardee's standard equipment. The protest was untimely and not for consideration since it was not filed prior to bid opening although the basis for the protest was known before the bid opening date.
