Reconsideration was requested of a claim for the proceeds of allotment checks issued during 1944 and 1945 which were allegedly never received by the allottees. The claimant failed to make inquiry concerning the claim for a protracted period during which time the records which might prove or disprove the validity of the claim had been destroyed in accordance with law. Subsequent submission of sworn statements by the parties concerning their memory of events which occurred approximately 30 years ago may not be considered satisfactory evidence of the validity and nonpayment of the claim; the claim was denied.
