An employee appealed a decision which held that he was entitled to receive overtime compensation for time in which he was held as a prisoner of war up to the time of the disestablishment of his office, contending that his overtime hours were part of his regularly scheduled workweek and his compensation should be based on that amount. Entitlement to overtime should be based on the amount of overtime performed by the employee's replacement or the average irregularly scheduled overtime of employees in his unit.
