The protester objected to the issuance of an amendment to a solicitation, alleging that the amendment which extended the closing date for receipt of offers without extending the preperformance mobilization period constituted a prejudicial restrictive condition. The protest was not for consideration by GAO since the unanswered protest to the contracting agency was untimely filed after the extended closing date for receipt of offers.
