A decision was requested on the propriety of amending the Joint Travel Regulations (J.T.R.) to authorize leave travel and transportation allowances to members stationed outside the United States who are ordered to another active duty station outside the United States. The provisions of 37 U.S.C. 411b limit leave travel allowances to members who are ordered to make a change of permanent station to another station; therefore, leave travel entitlements are precluded by the statute. There is, however, no objection to amending the J.T.R. to grant leave travel entitlements in situations where, because of the critical nature of a member's job, he is not authorized leave travel between permanent station assignments.
