A company protested the rejection of its bid as unbalanced and the subsequent recalculation of bids. Rejection of the bid as unbalanced was proper as the agency discovered that estimates in the solicitation did not properly reflect actual future requirements, and there was no assurance that award based on the unbalanced bid would result in the lowest cost to the government. The protester was not prejudiced by the reevaluation.
