GAO responded to a request for permission to omit the Examination of Records by the Comptroller General clause from negotiated transactions which do not exceed $25,000. GAO does not believe that the omission of the clause from negotiated transactions in excess of $10,000 is appropriate, since retention of the clause is likely to have a restraining effect on potential abuse of the acquisition process.
