Reconsideration of Denial of Claim for Construction Expenses

The claimant requested reconsideration of a prior decision upholding a settlement disallowing his claim for expenses allegedly incurred in the construction of a steam bath on an Army base for a nonappropriated fund activity. The prior decision that the claimant did not meet the requirements for payment on a quantum meruit or quantum valebant basis was affirmed since the Army had refused to ratify the unauthorized construction project and since the extent of the benefit to the Government might very well be questionable.
