A member's entitlement to Family Separation Allowance (FSA), Type I and Type II, and Station Housing Allowance (SHA) at the without dependents rate was questioned. The member, who chose to locate his dependents 61 miles from his duty station because of lack of U.S. facilities, was not entitled to the FSA since these allowances are authorized only when separation is for military, not personal, reasons. He was not entitled to SHA at the without dependents rate in spite of the fact that he maintained separate quarters since he was assigned quarters for himself and his dependents.
