An employee requested reconsideration of the disallowance of his claim for recredit of sick and annual leave which he forfeited because of an administrative error. The employee's claim accrued when he was dropped from agency rolls in 1947 for failure to apply for restoration to his position, not because of an administrative error. The claim was not presented within 10 years and, as a result, was time-barred.
