Highlights

Although a protest against cancellation of a solicitation was denied, an investigation of the procurement was conducted to determine whether cancellation of the solicitation was justified. The work originally specified no longer reflected the agency's needs, and there was no indication that agency officials acted improperly or in bad faith in cancelling the solicitation.
