Expert Employee's Claim for Pay Raise Under Executive Order 11691

An expert appealed the disallowance of his claim for extra compensation based on pay increases authorized by Executive Order 11691. The claim was disallowed since the expert's rate of pay was fixed by administrative action; no provision in his appointment made such increase automatic; and no administrative action occurred to increase the rate under 5 U.S.C. 5307.
