Backpay Claim Incident to Detail to Higher Grade Position Not Considered After Court Judgment

An employee claimed the difference in pay between the grade of his regular position and a higher-grade position to which he was allegedly improperly detailed. The claim was not considered since a final judgment involving the same claim rendered by a court of competent jurisdiction was conclusive and barred subsequent action on this matter.
