The protester requested reconsideration of two prior decisions, alleging that the decisions were rendered under the mistaken belief that a particular individual was a contracting officer when in fact he was a contract administrator without authority to take action on the protester's mistake in bid claim. The applicable procurement regulations provide that the term "contracting officer" may include authorized representatives of a contracting officer.
