A company requested reconsideration of a decision holding that the contract was improperly awarded and recommending that the option to its contract not be exercised. The postaward modification of the contract to reflect a higher wage determination was tantamount to awarding a different contract than the one that was advertised. The award reflecting the wage rate changes was improper. The option exercised 4 days before the decision holding that it should not be exercised should be terminated to maintain the integrity of the competitive system.
