Several questions were asked concerning payments to the General Services Administration (GSA) and collection of fees from employees for parking space and services. Veterans Administration (VA) appropriations are available to pay charges for GSA-provided parking space used by VA employees, subject to the 90 percent limitation contained in VA annual appropriations. If an executive agency other than GSA provides parking space or related services to employees, the agency may charge occupants for such space but only if the rates are approved by the Administrator of General Services and the Office of Management and Budget. Fees collected for parking spaces are generally to be credited to the appropriations initially charged for such services, except that amounts in excess of actual costs must be remitted to the Treasury. GSA does not assert, and does not have, the authority to force agencies to accept and pay for parking space in excess of their stated needs.
