Preparation of Five-Year Plan by Amtrak

An opinion was requested regarding the necessity of Amtrak's preparing an annual "Five Year Plan" under the Congressional Budget Act of 1974. The act does not require Amtrak to submit a 5-year corporate plan as part of its annual budget; the 5-year requirement applies only to the budget submitted by the President.
