Claims for Retroactive Promotion and Salary Differential Incident to Reclassification

An employee requested additional pay and a promotion incident to the reclassification of his position to a higher grade. Although the agency denied the initial claim, when a position is reclassified to a higher grade the agency must either promote the employee or remove him within a reasonable time.
