Printing of "With the Compliments of" Cards for Government Officers

A decision was requested concerning the propriety of paying for the printing of complimentary business cards used to convey an annual report. The use of such cards was in violation of regulations prohibiting the use of complimentary cards to convey a report, and the expense of the printing may not be paid by the Government.
