The Deputy Under Secretary of Interior requested an opinion as to whether there is authority for the Mining Enforcement and Safety Administration to fund emergency medical technician training programs conducted by private parties or organizations. The Administration has the authority to make a grant to the union for a study, research, experiment, or demonstration project for training programs for coal miners. The proposed program is sufficiently closely related to coal mine safety to be within the jurisdiction of the Department of the Interior.
