REIMBURSEMENT TO YOU FOR THE COSTS INCURRED IN THAT TRAVEL WAS BASED ON THE CONSTRUCTIVE COST OF TRAVEL BY MILITARY AIR FROM KOREA TO THE UNITED STATES BECAUSE YOUR TRAVEL ORDERS DID NOT AUTHORIZE YOU TO TRAVEL BY COMMERCIAL VESSEL. YOUR REQUEST FOR THE REVIEW OF OUR DECISION IS BASED ON THE FACT THAT ANOTHER GOVERNMENT EMPLOYEE WAS ALLOWED TO TRAVEL BY COMMERCIAL VESSEL AT GOVERNMENT EXPENSE EVEN THOUGH SUCH MODE WAS NOT AUTHORIZED IN HER TRAVEL ORDERS. THE DEPARTMENT OF THE ARMY HAS ADVISED US THAT THE EMPLOYEE TO WHOM YOU REFER WAS ALLOWED THE COSTS OF TRAVEL BY COMMERCIAL VESSEL BECAUSE A GOVERNMENT TRANSPORTATION OFFICER DIRECTED HER TO TRAVEL BY THAT MODE AND ISSUED A GOVERNMENT TRANSPORTATION REQUEST FOR THE PURCHASE OF THE NECESSARY ACCOMMODATIONS.

WE REFER TO YOUR LETTER OF OCTOBER 8, 1969, BY WHICH YOU REQUEST THAT WE RECONSIDER THE DECISION OF MAY 15, 1969, B-166553, WHICH SUSTAINED THE DISALLOWANCE OF YOUR CLAIM FOR ADDITIONAL REIMBURSEMENT INCIDENT TO YOUR TRAVEL BY COMMERCIAL VESSEL FOR PART OF THE DISTANCE BETWEEN YOUR FORMER OFFICIAL STATION AT KIMPO AIR BASE, KOREA, AND SAN DIEGO, CALIFORNIA, UNDER TRAVEL ORDERS ISSUED UPON YOUR SEPARATION FROM OVERSEAS EMPLOYMENT WITH THE DEPARTMENT OF THE ARMY.

REIMBURSEMENT TO YOU FOR THE COSTS INCURRED IN THAT TRAVEL WAS BASED ON THE CONSTRUCTIVE COST OF TRAVEL BY MILITARY AIR FROM KOREA TO THE UNITED STATES BECAUSE YOUR TRAVEL ORDERS DID NOT AUTHORIZE YOU TO TRAVEL BY COMMERCIAL VESSEL. APPARENTLY, YOU MADE ARRANGEMENTS FOR TRAVEL BY COMMERCIAL VESSEL YOURSELF EVEN THOUGH YOU HAD BEEN ADVISED THAT THE GOVERNMENT WOULD NOT REIMBURSE YOU THE FULL COST FOR THAT MODE OF TRAVEL.

YOUR REQUEST FOR THE REVIEW OF OUR DECISION IS BASED ON THE FACT THAT ANOTHER GOVERNMENT EMPLOYEE WAS ALLOWED TO TRAVEL BY COMMERCIAL VESSEL AT GOVERNMENT EXPENSE EVEN THOUGH SUCH MODE WAS NOT AUTHORIZED IN HER TRAVEL ORDERS. THE DEPARTMENT OF THE ARMY HAS ADVISED US THAT THE EMPLOYEE TO WHOM YOU REFER WAS ALLOWED THE COSTS OF TRAVEL BY COMMERCIAL VESSEL BECAUSE A GOVERNMENT TRANSPORTATION OFFICER DIRECTED HER TO TRAVEL BY THAT MODE AND ISSUED A GOVERNMENT TRANSPORTATION REQUEST FOR THE PURCHASE OF THE NECESSARY ACCOMMODATIONS.

YOUR TRAVEL ORDER, WHICH WAS ISSUED IN ACCORDANCE WITH THE APPLICABLE PROVISIONS OF VOLUME 2 OF THE JOINT TRAVEL REGULATIONS, DID NOT AUTHORIZE YOU TO TRAVEL BY COMMERCIAL VESSEL AT GOVERNMENT EXPENSE AND THE DEPARTMENT OF THE ARMY DID NOT DIRECTLY OR INDIRECTLY MODIFY THE PROVISIONS OF THAT ORDER. THEREFORE, WE ARE WITHOUT AUTHORITY TO ALLOW YOUR CLAIM FOR THE EXTRA COSTS INVOLVED IN YOUR TRAVEL BY AN UNAUTHORIZED MODE.
