An advance decision was requested concerning payment of expenses exceeding the $35 daily maximum actual subsistence allowance authorized by travel orders for employees who incurred extra expenses because they were victims of armed robbery. Expenses exceeding $35 per day may not be paid since there was no error which would permit exception to the rule that travel authorizations may not be retroactively modified, and there is no authority to exceed the statutory limitation of $40 per day for actual expenses.
