A decision was requested concerning the propriety of granting employees on night shift 1 hour of administrative leave since they would otherwise lose the hour in the change from standard to daylight savings time. There is no authority to grant leave to employees on regularly scheduled duty during the change to daylight savings time. However, as an alternative to charging the employees annual leave, the agency can permit the employee to work 1 hour after the normal shift on that date in order to maintain a regular 8-hour shift and normal pay.
