An inquiry was made asking whether the District of Columbia Redevelopment Land Agency (RLA) could be compelled to transfer certain property to which it holds title to the Architect of the Capitol without reimbursement or transfer of funds. Legislation provides that "property owned by the United States" may be conveyed to the Architect of the Capitol without reimbursements or the transfer of funds. However, more recent legislation provides that RLA has title to the property, not the U.S. Government, and that the previous legislation does not apply to the property in question. For these reasons, RLA cannot be compelled to transfer the property to the Architect of the Capitol without reimbursement or transfer of funds.
