YOUR LETTER OF APRIL 24, 1962, FILE RO 3-3.2, REQUESTS OUR DECISION WHETHER YOU MAY CERTIFY FOR PAYMENT THE ENCLOSED VOUCHER FOR $270.25 IN FAVOR OF KENNETH D. FOLTZ, UNDER THE CIRCUMSTANCES DESCRIBED IN YOUR LETTER AND THE CORRESPONDENCE ATTACHED TO THE VOUCHER.

THE SUBMITTED PAPERS SHOW THAT MR. FOLTZ WAS HIRED BY TRANSFER FROM THE POST OFFICE DEPARTMENT, ST. LOUIS, MISSOURI, TO SERVE AS METEOROLOGICAL TECHNICIAN AT THE WEATHER BUREAU AIRPORT STATION, DES MOINES, IOWA. WAS GIVEN TRAVEL ORDER NO. TKC62-297 DATED FEBRUARY 15, 1962, SPECIFICALLY AUTHORIZING ONLY THE TRAVEL WHICH HE PERFORMED ON OR ABOUT FEBRUARY 17, 1962, FROM ST. LOUIS TO DES MOINES. HE REPORTED FOR DUTY AT DES MOINES ON FEBRUARY 19, 1962, AND THE PERSONNEL ACTION (STANDARD FORM 50) EFFECTIVE THAT DAY IN ITEM 30 EXPRESSLY STATED THAT THE APPOINTMENT WAS SUBJECT TO COMPLETION OF ONE YEAR PROBATIONARY (OR TRIAL) PERIOD COMMENCING FEBRUARY 19, 1962. HOWEVER, THE TRAVEL ORDER IN ITEM 14 PROVIDED, AS FOLLOWS:

"TRAVEL OF FAMILY AND SHIPMENT OF HOUSEHOLD GOODS AT A LATER DATE. MR. FOLTZ IS ASKED TO ADVISE RAO PRIOR TO DEPARTURE OF DEPENDENTS OR SHIPMENT OF HOUSEHOLD GOODS, SO THAT AMENDED TRAVEL ORDER CAN BE ISSUED.'

FURTHER ON THAT TRAVEL ORDER FORM, ON WHICH NORMALLY WOULD BE SHOWN ANY ADMINISTRATIVE AUTHORIZATION INTENDED PURSUANT TO 5 U.S.C. 73B-1, EXECUTIVE ORDER NO. 9805 OR OTHER APPLICABLE REGULATION, NO PROVISION APPEARS IN THE BLOCK ITEMS 15B, C, D, OR E, RELATING TO TRANSPORTATION OF IMMEDIATE FAMILY, TRANSPORTATION OF HOUSEHOLD EFFECTS AND ESTIMATED WEIGHT OF THE EFFECTS. WE NOTE YOUR STATEMENT REGARDING THE PURPOSE OF THE ABOVE -QUOTED ENTRY IN ITEM 14 OF THE TRAVEL ORDER, BUT THE RECORD HERE DOES NOT SHOW THAT AN AMENDMENT OF THAT ORDER WAS ISSUED FOR TRANSPORTATION OF MR. FOLTZ'S HOUSEHOLD GOODS. THUS, THE AUTHORIZATION OR APPROVAL REQUIRED BY THE ABOVE LAW AND REGULATIONS HAS NOT BEEN MADE. THE RECORD FURTHER INDICATES THAT THE EMPLOYEE WAS INFORMED PRIOR TO THE DATE HIS EFFECTS WERE PACKED AND LOADED THAT HE WAS NOT PROGRESSING SATISFACTORILY IN HIS WORK. THEREFORE, FOR THE REASONS STATED ABOVE, AND BASED UPON THE PRESENT RECORD, THE SUBMITTED VOUCHER, WHICH IS RETURNED, MAY NOT BE CERTIFIED FOR PAYMENT.
