A decision was requested as to whether a tenant who vacated certain premises after the government made a firm written offer to purchase the property but before the contract was executed was eligible for relocation benefits. The tenant qualified as a displaced person and was eligible for benefits applicable to displaced tenants under the Relocation Act, since the government made a firm offer to purchase the property from the owner, the tenant moved after that offer, and the government actually acquired the property.
