TO MCLEAN TRUCKING COMPANY: FURTHER REFERENCE IS MADE TO YOUR LETTER OF SEPTEMBER 14. WE HAVE CONCLUDED THAT THE ACTION TAKEN BY THE VETERANS ADMINISTRATION IN REDUCING YOUR BILL FOR THE FREIGHT CHARGES ON THIS SHIPMENT WAS NOT CONSISTENT WITH THE TERMS OF THE TRANSPORTATION CONTRACT MADE. SINCE WE HAVE NO SPECIFIC CLAIM FOR ADDITIONAL CHARGES BEFORE US FOR DISPOSITION IT WILL BE NECESSARY FOR YOU TO SUBMIT SUCH CLAIM. WE HAVE INSTRUCTED OUR TRANSPORTATION DIVISION TO CONSIDER YOUR SUPPLEMENTAL BILL.

FURTHER REFERENCE IS MADE TO YOUR LETTER OF SEPTEMBER 14, 1960, AND PREVIOUS CORRESPONDENCE, CONCERNING THE FREIGHT CHARGES APPLICABLE TO GOVERNMENT BILL OF LADING VA-874504, YOUR BILL 10980.

AFTER REVIEW OF THE MATTER, WE HAVE CONCLUDED THAT THE ACTION TAKEN BY THE VETERANS ADMINISTRATION IN REDUCING YOUR BILL FOR THE FREIGHT CHARGES ON THIS SHIPMENT WAS NOT CONSISTENT WITH THE TERMS OF THE TRANSPORTATION CONTRACT MADE. HOWEVER, SINCE WE HAVE NO SPECIFIC CLAIM FOR ADDITIONAL CHARGES BEFORE US FOR DISPOSITION IT WILL BE NECESSARY FOR YOU TO SUBMIT SUCH CLAIM.

WE HAVE INSTRUCTED OUR TRANSPORTATION DIVISION TO CONSIDER YOUR SUPPLEMENTAL BILL, IF PRESENTED, IN THE LIGHT OF THE FOREGOING. SEE SECTION 6020, TITLE 5, GAO MANUAL FOR GUIDANCE OF FEDERAL AGENCIES (4 CFR 54.3--- 54.6) FOR THE PROCEDURE TO BE FOLLOWED IN THE PRESENTATION OF TRANSPORTATION CLAIMS.
