Request for Certification of a Voucher in Favor of the Widow of a Civilian Employee of the Navy

The Department of the Navy requested GAO's opinion as to whether it may certify for payment a voucher in favor of the widow of a civilian employee of the Department of the Navy, U. S. Naval Air Station, North Island, San Diego, California. Specifically, the Navy requested whether sick leave may be substituted for the annual leave which he requested, and whether the Navy may pay the voucher in favor of the widow for additional lump sum leave payments as a result of this substitution.
