YOUR PRESENT LETTERS MERELY REPEAT SOME OF YOUR PRIOR CONTENTIONS WHICH WERE FULLY CONSIDERED IN OUR LETTER OF OCTOBER 11. WE CAN ONLY REDIRECT YOUR ATTENTION TO THE FACT THAT THE TRAVEL AND TRANSPORTATION IN QUESTION FROM ANN ARBOR AND RETURN WAS NOT PERFORMED UNDER OFFICIAL ORDERS SPECIFICALLY AUTHORIZING SUCH TRAVEL AT GOVERNMENT EXPENSE.

YOUR LETTERS OF OCTOBER 18 AND 23, 1957, FURTHER PROTEST OUR DISALLOWANCE OF YOUR CLAIM FOR REIMBURSEMENT OF EXPENSES OF TRAVEL AND TRANSPORTATION YOU INCURRED IN 1956 FROM ANN ARBOR, MICHIGAN, TO LAREDO, TEXAS, VIA WASHINGTON, D.C., AND RETURN TO WASHINGTON VIA ANN ARBOR.

YOUR PRESENT LETTERS MERELY REPEAT SOME OF YOUR PRIOR CONTENTIONS WHICH WERE FULLY CONSIDERED IN OUR LETTER OF OCTOBER 11, 1957; HENCE, WE CAN ONLY REDIRECT YOUR ATTENTION TO THE FACT THAT THE TRAVEL AND TRANSPORTATION IN QUESTION FROM ANN ARBOR AND RETURN WAS NOT PERFORMED UNDER OFFICIAL ORDERS SPECIFICALLY AUTHORIZING SUCH TRAVEL AT GOVERNMENT EXPENSE. NOR HAS SUCH TRAVEL BEEN ADMINISTRATIVELY APPROVED SO AS TO GIVE RISE TO AN OBLIGATION UPON THE UNITED STATES. THEREFORE, FURTHER DISCUSSION OF THE CIRCUMSTANCES LEADING UP TO YOUR PROPOSED EMPLOYMENT IN MEXICO WOULD SERVE NO USEFUL PURPOSE.

ACCORDINGLY, WE AFFIRM OUR DECISION OF OCTOBER 11, 1957, SUSTAINING THE DISALLOWANCE OF YOUR CLAIM.
