A contractor requested an investigation by GAO, alleging that contract administration personnel were harassing them in order to impede their work and create a basis for default and suggesting that the undue harassment might be racially motivated and might have resulted in criminal activity. The request was declined since it was a matter of contract administration and beyond the scope of GAO review. Information concerning possible criminal activity should be forwarded to the Justice Department for appropriate investigation and action.
