Prohibitions on the Use of Federal Funds for Lobbying

This document concerns a Congressional inquiry requesting information about prohibitions on the expenditure of federal funds for "lobbying." It also addresses Congressional concern relating to the expenditures of Funds by Federal grantees. GAO found that criminal sanctions are limited to Federal employees.
