The Chairman of the Civil Service Commission requested a clarification of GAO decisions with regard to the entitlement of regular employees who are absent without leave or on authorized leave without pay on the day before or the day following a holiday to pay for the holiday. An employee in a pay status for the day either immediately preceeding or succeeding a holiday is entitled to regular pay for the holiday, regardless of whether he is in a leave without pay status.
