Questions were raised concerning the right of employees receiving premium pay to have leave restored for absences on holidays. A former Comptroller General decision allowing restoration of leave was overruled, and another modified decision was applied to absences excused by administrative determination. When an employee's services are administratively required on a holiday, and he absents himself, he is to be charged annual or sick leave, as appropriate. This decision represents a changed construction of law, and it is limited to prospective application.
